Job Description

  1. Summary of Key Functions
  • Provide full support to HR Department in all HR functions and will play the role of HR Manager in his/her absence
  • Supervise the work of HR officers in term of recruitment, staff Transition managements, Vacancy announcements, Managing HR correspondences and processing staff allowances
  • Ensure a proper mechanism to track staff trainings and provide the possible support to the trainings, workshops and other capacity building events in the country office
  • Facilitate the hiring and recruitment process very transparently and on the required time
  • Provide full support and be an agent to GED promotion in the country offices. S/he will be Focal person of Gender issues from HR
  1. Key relations           
  • Reports to HR Manager and will have close contact, Collaboration with all HR team and Gender Advisor as well as Female representative
  • Coordinate and Communicate with the program/unit/department and provincial managers
  • Contact with staff to ensure that trainings of staff and other staff developmental events are done properly and on time.
  • Communicate closely with programs and provinces on staff hiring.

Based at CARE Afghanistan Kabul Office with rare field office visits

  1. Key Results Expected

The HR Supervisor provides full support in administering the mission’s HR functions; and implementation of the in place HR policies and procedures; ensures the alignment of HR functions in his/her role with organizational core values; supervise the HR officers and serves the role of Acting HR Manager in his absence. Represent CARE in Some external NGO forums and maintain liaising with CARE Departments and programs in Kabul and provinces

Job Requirements

  1. Education, Skills and Experience

Education: University graduate, in, Business Management or other relevant field

Work Experience: Minimum 5 years’ extensive work experience in HR and preferably with International NGOs

Languages: Fluency in spoken and written English, Pashtu and Dari is a requirement.
